Budget

The City’s budget is aligned with the goals of the Oshawa Strategic Plan, Financial Strategy and Council’s guiding principles of sustainability and financial stewardship, and provides a foundation to:

  • meet the public service needs of our residents; and,
  • make decisions on City infrastructure.

2026 Budget

Budget process

The 2026 City Budget was delivered to Council on Friday, October 31 and is available for public review on the Budget Documents webpage along with a Budget Overview publication.

At this time, two special meetings of Council are scheduled for the 2025 City Budget:

  1. Friday, November 14 at 9:30 a.m. - Public delegations will be heard on the budget.
  2. Friday, November 28 at 9:30 a.m. - Council may propose Budget amendments.

The meetings are open to the public, and community members are welcome to attend in-person or online via webstream. Please note that delegations will only be heard at the November 14 meeting.

For the November 14 meeting:

  • In-person delegations do not require advance registration.
  • Virtual delegations and written submissions must be requested in writing to clerks@oshawa.ca by the following deadlines:
    • Virtual delegation requests: by 12 p.m. (noon) on Thursday, November 13
    • Written correspondence submissions: by 4 p.m. on Thursday, November 13

Budget engagement

The City invited residents and property owners to share their budget priorities and learn more about how their taxes are used in its Budget Simulator. Priorities could be shared online or on paper at Service Oshawa and were accepted until June 9. All individual responses were anonymous and only used to summarize overall feedback received from the public. Feedback was shared with members of Council and considered in the development of the 2026 Mayor's Budget.
