History
In 2016, City staff began investigating the feasibility of creating a safe and legal graffiti/urban art space in Oshawa. A group of community stakeholders, consisting of artists, social service workers, educators, and social justice advocates in Durham Region, were brought together to to make recommendations to support this initiative. Guided by a belief that urban art can examine social and political influences that obstruct freedom and equality, this community stakeholder group championed the creation of a safe graffiti/urban art space in Oshawa.
The safe graffiti space was made possible through amendments to the following city by-laws: Property Standards By-law, the Nuisance By-law and the Parks and Facilities By-law.
