Lottery Licences
Organizations with charitable purposes and objectives that align with the following categories may qualify for lottery licensing in the Province of Ontario:
- Relief of poverty
- Advancement of education
- Advancement of religion
- Other charitable purposes beneficial to the community not listed above
Municipal councils have the authority to issue licences for most lottery events conducted in their communities. The municipality will determine if an organization is eligible to purchase lottery licences by reviewing documents specified in the Alcohol and Gaming Commission of Ontario Lottery Licensing Policy Manual. Please allow 45 days for the completion of an eligibility file.

If your organization has established eligibility, you may apply for licences to hold lottery events. The City of Oshawa's Lottery Licence By-law 135-2008 requires that organizations wishing to conduct or manage a lottery event in the City of Oshawa must provide services directly to a significant number of City residents.
Break Open
The licence fee is three per cent of the total value of the prizes.

Bingo
The licence fee is two per cent of the total retail value of prizes.
Charitable Gaming In Pooling Bingo Halls
Raffle
The licence fee is three per cent of the retail value of prizes.
A blanket raffle licence may be issued to allow eligible organizations to obtain a single lottery licence to conduct a series of raffle events within a fixed period.

Bazaar
The licence fee is three per cent of the retail value of prizes to a maximum total value of $500.
