Noise
The Noise By-law provides standards for noise and applies to all properties within the City of Oshawa. The goal of the By-law is to reduce the impact of unwanted sound on the residents of the City.
The by-law applies to making, causing or allowing any noise at any time, which is likely to disturb the quiet, peace, rest, enjoyment or comfort of Oshawa community members.
Public Authorities such as the Region, Province, Applicable Agencies and Federal government are not subject to the City's Noise By-law.
Complaint Process
Service Oshawa receives complaints about the Noise By-law and directs them to Municipal Law Enforcement for investigation and response.
Steps to Resolving a Noise Complaint
- Speak with your neighbour. They may be unaware that the noise can be heard beyond their property and is disturbing you.
- If a noise violation is currently happening, call Service Oshawa at 905-436-3311. An Officer will attend (in priority order with other work).
- If a noise violation occurs regularly, complete a noise log for at least two weeks and send it to Municipal Law Enforcement for investigation.
Exemption Request
A noise exemption can be requested for events, activities, or use of construction equipment that may be contrary to the standards of the Noise By-law.
An Exemption Request to the Noise By-law application, plus the $250 application fee can be submitted to the Director of Municipal Law Enforcement and Licensing Services. Applications must be submitted at least 30 days in advance of the activity.
As part of the noise exemption process, City staff will send a letter to all property occupants and owners within 120 metres of the site advising of the details of the exemption request and providing the process to submit comments. The feedback received will be used in the consideration of the granting of an exemption request.
