Road Occupancy Permits
A Road Occupancy Permit (R.O.P.) is required by any person, agency or contractor working on or occupying the road allowance on assumed and unassumed City roads. The Region of Durham issues permits for work done on Regional roads.
Please review Terms and Conditions of the permit application and the following requirements needed for a Road Occupancy Permit (R.O.P.) to be issued.
R.O.P. application to be submitted within:
- Ten working days before the closure or occupancy of arterial or collector roads and/or closure or occupancy of a sidewalk on arterial and collector roads.
- Four working days before the closure or occupancy of a local road and/or closure or occupancy of a sidewalk on a local road.
Sidewalk closure notification process:
- A copy of notice with pedestrian control/detour plan generated by the applicant/contractor must be submitted with R.O.P. for review by Road Operations.
- The notification must specify the location and the anticipated timeframe for the sidewalk closure, and the cost of undertaking this supplementary notification is borne entirely by the applicant/contractor.
- Applicant/contractor must provide approved notification within
- Five working days before the anticipated sidewalk closure on arterial and collector roads
- Two working days before the anticipated sidewalk closure on a local road
- An approved notification will be hand delivered by the applicant/contractor to directly affected community members and business owners, and nearby community members and business owners that may typically be users of that sidewalk. Specifically, notification will go to community members and business owners along the side of the affected block, and the opposite side of the affected block.
Traffic Control Plan
Full road closure notification process:
- A copy of the full road closure notification with traffic control/detour plan generated by the applicant/contractor must be submitted with R.O.P. for review by Road Operations.
- The notification must specify the location and the anticipated timeframe for the road closure, and the cost of undertaking this supplementary notification is borne entirely by the applicant/contractor.
- Applicant/contractor must provide approved notification a minimum of
- Five working days before the anticipated full road closure on arterial and collector roads
- Two working days before the anticipated full road closure on a local road
- Approved notification would be hand delivered by the applicant/contractor to directly affected community members and business owners.
- Applicant/contractor would be responsible for providing access to Emergency Services and local traffic at all times.
Insurance Required
- 2 million General Liability Insurance
- City of Oshawa must be named as Additional Insured
- Certificates required for:
- Applicant and Contractor, or
- Applicant with Contractor named as Additional Insured (as well as City being named as additional insured)
- Certificates to be checked for effective dates and to see if site specific
Homeowner hiring a Contractor
- Certificate required from Contractor only, Contractor applies for R.O.P.
Homeowner doing own work or homeowner request to store bin on roadway
- Certificate required from Homeowner
- Must be "personal liability" in name of homeowner
- If doesn't exist ask to get "Commercial General Liability" (C.G.L.) from current provider
PODS / Other Storage Containers
PODS or similar moving companies may apply for permits instead of the homeowner and use their corporate insurance. Additional conditions:
- Container must be property coned off per Ontario Traffic Manual, Book 7
- Container cannot block the access/driveways of neighbouring properties
- Applicant responsible for any damage to the roadway or boulevard as a result of the container being dropped off, stored and picked up
- These Road Occupancy Permit applications will not be approved from December 1 to April 1
To Install a Pool or Hot Tub
Do you need to store equipment and/or materials on the City roadway, boulevard or sidewalk or occupying roadway for a concrete truck or for a container to load/unload material?
- If yes, a Road Occupancy Permit is required as part of your application for pool permits. Apply for R.O.P. with pool permits
- These Road Occupancy Permit applications will NOT be approved from December 1 to April 1
Municipal Consent (M.C.) Approval
- M.C. is required before receiving an R.O.P. if installing new or moving underground utilities
- Contact Engineering Services at 905-436-5606 for further information about M.C.
- Once received, the applicant must provide a copy of the M.C. letter before the R.O.P. can be issued
NOTE: if the work is regarding water and/or sewer connections, M.C. is not required

Pavement Degradation Fee
A pavement degradation fee will be applied to all permits that require a road cut. This fee is intended to compensate the City for the loss of pavement life due to the road cut and will be based on a unit cost per square metre ($42 /m2) of impacted pavement area.
Note pavement degradation fee is one time non-refundable fee.
