Notice of Public Meeting - Planning Act - 1600 Conlin Rd. E. - December 2, 2024
What:
A Planning Act public meeting will be held regarding applications to amend the Oshawa Official Plan and Kedron Part II Plan of the Oshawa Official Plan (File: OPA-2024-06) and to amend Zoning By-law 60-94 (File: Z-2024-08), submitted by D.G. Biddle and Associates Limited on behalf of Greycrest Homes Inc. for lands at 1600 Conlin Road East.
The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the public meeting. The applications have been determined to be complete.
When: December 2, 2024 – 6:30 p.m.

This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on November 29, 2024 by contacting Legislative Services in writing at [email protected].

Why:
The applicant proposes to develop the site for three apartment buildings: a 12-storey, 187-unit apartment building, a 10-storey, 133-unit apartment building and a 6-storey, 65-unit apartment building. The existing heritage building on the property is proposed to be retained and repurposed as part of the development’s amenity area. In addition, portions of the subject site are intended to be developed in conjunction with the draft plan of subdivision (File: S-O-2014-04) abutting to the north and west for roads, open space and part of a street townhouse block.
The purpose of these applications is to:
- Amend the Oshawa Official Plan by adding a site specific policy to permit a maximum residential density of 205 units per net hectare;
- Amend the Kedron Part II Plan by re-designating the site from Medium Density I Residential to High Density I Residential subject to a site specific policy to permit a proposed residential density of 205 units per net hectare; and,
- Rezone the site from AG-A (Agricultural) to appropriate site specific R6-C (Residential), R3-A (Residential) and OSH (Hazard Lands Open Space) Zones to implement the proposed development with site specific conditions in the R6-C Zone to permit certain performance standards such as, but not necessarily limited to, increased density and building height, and reduced side yard, exterior side yard and rear yard depths and visitor parking.

- To Be Notified of the Decision:
- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Official Plan: An Official Plan Amendment adopted by Oshawa City Council is forwarded to the Region of Durham for approval, unless it is determined that the Amendment is exempt from Regional approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
