Safety and Facilities Services
The Safety and Facilities department delivers and maintains City infrastructure as well as programs and services for the safety of all residents. The department has three branches:
- Facilities Management Services
- Oshawa Fire Services
- Municipal Law Enforcement and Licensing Services
In addition, the Oshawa Executive Airport reports through this department.
Facilities Management Services
Facilities Management Services manages:
- Facility Capital and Technical
- Facility Operations and maintenance
- Parks Planning and Development
- Corporate Security
Fire Services
Utilizing the three lines of defence supported by the Fire Protection and Prevention Act legislation, Fire Services provide public safety through
- prevention
- education
- code enforcement
- emergency response
Municipal Law Enforcement and Licensing Services (M.L.E.L.S.)
M.L.E.L.S. manages the administration and enforcement of regulatory by-laws and standards to improve public health and safety; administers programs and processes for:
- Business and Property Licensing
- Lotteries and Provincial Vital Statistics
The Branch also conducts research and design policy in response to regulatory issues.

Oshawa Executive Airport
The Oshawa Executive Airport is an aviation gateway to the City of Oshawa and the Greater Toronto Area. The role of the airport is to serve the City of Oshawa and the Region of Durham as a vital component of the transportation infrastructure supporting business and building community.
