Notice of Public Meeting - Planning Act - 374 Farewell St.
What:
A Planning Act public meeting will be held regarding applications for Approval of Draft Plan of Subdivision (File: S-O-2024-01) and to amend Zoning By-law 60-94 (File: Z-2024-09) submitted by 11373846 Canada Corp. for lands forming part of 374 Farewell Street.
The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the public meeting. The applications have been determined to be complete.
When: November 4, 2024 at 6:30 p.m.
Where:
This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on November 1, 2024 by contacting Legislative Services in writing at [email protected].
Members of the public are also invited to submit correspondence concerning this matter. Please address your comments to the City Contact shown below by 4:30 p.m. on October 29, 2024 in order for your correspondence to be provided on the Agenda. Comments received after 4:30 p.m. on October 29, 2024 and up to November 1, 2024 at 4 p.m. will be provided to Committee members at the November 4, 2024 Public Meeting.

Why:
The applicant proposes to develop part of the subject site for 8 single detached dwellings and 2 semi-detached dwellings. The purpose of these applications is to:
- Implement a draft plan of subdivision (S-O-2024-01) which proposes to create 8 single detached dwelling lots fronting Guelph Street and 2 semi-detached dwelling lots fronting Crerar Avenue; and,
- Rezone the lands from R2/CIN (Residential/Community Institutional) to an appropriate R2 (Residential) Zone to permit the proposed development, with site specific conditions to permit certain performance standards such as, but not necessarily limited to, reduced lot area and rear yard depth and increased lot coverage for the single detached dwellings.
A related application for Site Plan Approval (File: SPA-2024-01) has been submitted to rearrange the parking lot on the retained church property.

- To Be Notified of the Decision:
- Subdivision: If you wish to be notified of the decision of the City of Oshawa in respect of this proposed plan of subdivision, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Subdivision: The City of Oshawa is the approval authority for the draft plan of subdivision. If a person or public body would otherwise have the ability to appeal the decision of the City of Oshawa but does not make oral submissions at a public meeting or make written submissions to the City in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision of the Council of the City of Oshawa to the Ontario Land Tribunal (Tribunal).
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, unless, in the opinion of the Tribunal, there is reasonable grounds to do so.
