2025 Budget delivered November 1
The 2025 City Budget was delivered to Council this morning and is now available for public review on the Budget Documents webpage.
The City piloted a multi-year budget this year, resulting in the preparation of a 2025 Operating and Capital budget, as well as a 2026 Operating Forecast and Nine-year Capital Forecast. A multi-year budget provides the City with better alignment of long-term goals, objectives, and funding plans.
The 2025 City Budget and accompanying Forecasts reflect the City’s Strategic Plan and Financial Strategy, and focus on strategic decision-making, service levels, and long-term financial sustainability strategies like cost mitigation, building reserves, and investing in infrastructure.
Infrastructure are the systems and buildings a city needs to keep running and growing, like roads, bridges, sidewalks, stormwater management, parks, etc. Like many Ontario municipalities, Oshawa’s infrastructure is ageing while demand grows for more or improved amenities, resulting in an infrastructure deficit that puts service delivery at risk. Recent emergencies throughout the province, like the flooding in Toronto in 2024, are a stark reminder of the critical importance of maintaining our infrastructure and budgeting for future infrastructure repairs.
As a result, the 2025 City budget makes much-needed investments in current and new infrastructure while addressing growth and increasing demands on City services.
Budget Process
At this time, two special meetings of Council are scheduled for the 2025 City Budget:
- Friday, November 8 at 9:30 a.m. to hear public delegations on the Budget; and,
- Friday, November 22 at 9:30 a.m. for Council to propose Budget amendments.
Community members are welcome to attend any of the Budget meetings of City Council, as meetings are open to the public; however, delegations will only be heard at the November 8 meeting. Community members are not required to register in advance to delegate in person, however must submit a request in writing to [email protected] no later than the following deadlines to address City Council virtually or submit written correspondence:
- 12 p.m. (noon) on Thursday, November 7 to request to delegate virtually at the Friday, November 8 meeting.
- 4 p.m. on Thursday, November 7 to submit written correspondence.
