Job Description
Reporting directly to the Director, Facility Operations and Maintenance Services, the Manager, Facility Operations & Maintenance Services will oversee the day-to-day and long-term management of a diverse portfolio of municipal facilities. This role involves leading a team that includes supervisory staff, unionized staff and outsourced vendors, ensuring seamless operations, strict adherence to safety and regulatory standards, and the optimal use of resources. The Manager will be instrumental in upholding high operational standards, managing cost controls, and implementing best practices in facility management, all while fostering a culture of continuous improvement and driving operational excellence.
Responsibilities:
- Manage the day-to-day facility operations and maintenance of City facilities such as corporate buildings, operations depots, arenas, cemetery service buildings, parking garages, fire halls, animal services, and recreation facilities
- Supervise employees and coordinate outsourced vendors, ensuring alignment on goals, timelines, and service delivery standards
- Develop and implement preventive maintenance schedules, service agreements, KPI’s and oversee preventative and corrective maintenance activities for building systems such as HVAC, plumbing, electrical, refrigeration plant, aquatic plant, grounds, and building envelope
- Create the scope of work and measures for O&M service contracts, monitor vendor performance, and ensure service quality and cost-effectiveness for outsourced services
- Ensure compliance with municipal, provincial, and federal safety standards and regulations
- Develop and manage facility maintenance and operational budgets
- Implement and oversee emergency procedures, coordinating responses during crises across facilities
- Ensure all facilities meet legal and regulatory requirements, including health and safety standards, accessibility requirements, and environmental regulations
Requirements:
- Completion of a three (3) year college diploma in Engineering (Mechanical, Electrical or Industrial), Building Science or a related field, plus a minimum of eight (8) years of relevant experience, or an equivalent combination of education and relevant experience
- The following certifications are considered an asset:

- Red Seal Trade (HVAC, Electrical)
- LEED (Leadership in Energy and Environmental Design)
- Energy Management Certification: (e.g., Certified Energy Manager (CEM)
- Building Operator Certification (BOC)
- CMMS (Computerized Maintenance Management System) Training: Familiarity with specific software used for asset management, work orders, and maintenance scheduling (e.g. Maximo, VFA)
- Building Automation System (BAS) Certification
- Municipal Administration Education: Public Administration or Municipal Management
- Certified Facility Manager (CFM)
- Facilities Management Professional (FMP)
- Project Management Professional (PMP)
- Health and Safety Certification: Training in Occupational Health and Safety (OHSA)
- Advanced Pool/Spa Certificate (Certified Pool Operator CPO)
- Ministry of Labour Class “B” Refrigeration Certificate
- Recreation Facility Management
- Ontario Recreation Facilities Association (ORFA) Basic Refrigeration Certificate
- Building Environmental Systems Certificate
- Excellent reasoning, administrative, research and analytical skills
- Highly developed interpersonal, written and oral communication skills
- Established skills and experience using PC equipment and relevant software applications (i.e. MS Office, PeopleSoft, BAS, Maximo)
- Possess and maintain a valid Ontario Driver’s License, minimum Class “G” in good standing
